Chill the glass with chunky ice. Fill a mixing glass 2/3 full with chunky ice. Pour all ingredients except citrus pepper into the mixing glass, and stir well. Remove the chunky ice from the glass and replace it with an ice cube. Using a julep strainer, pour the drink into the glass. Finally, add the citrus pepper as a garnish.
